Charter Renewal Process 2007

Use the following steps as a guide for the charter renewal process:

  1. Has Executive Officer (institution head) signed charter application?

    If IH has changed, is there a membership application for that person?

    Note: This is the only item that specifies that it must be the IH. The Chartered Organization Representative cannot sign in his place. The reason for this is that by signing, the IH approves of all adults including the Chartered Organization Representative.

  2. Does unit have at least the minimum number of adults?

    For example, IH, CR CC, MC, MC, and unit leader.

    If a Cub Pack, the unit must also have at least one Tiger Den Leader if there are 1st graders and one den leader if there are 2nd or 3rd graders and one Webelos Leader if there are 4th or 5th graders.

    Note: The only person who may hold more than one position in the same unit is the CR. That person may also be a CC or MC (nothing else).

  3. Do all adults in unit appear on paper?

    Adults must appear either on charter application, on an overflow sheet if registered since charter paperwork was printed, or adult application.

    It is nice to get everything in at once. However, if unit meets minimum adult requirements, missing applications need not hold up renewal process.

  4. Are adults no longer in unit crossed out?

  5. Is address and phone information correct on all adults?

    If not, corrections may be made right on the sheet.

    Note: Charter renewal time is the only time at which a registered adult may change position without filling out an application.

    Also, merely changing the training status will not result in correcting the person's record. The only action that will correct that is for the council registrar to input the course and completion date into an individual's record.

    Corrected training info may not be submitted on the charter renewal form, but would provide a valuable service if the person submitting the form lets individuals and units know how to correct the training data; send in a copy of the training certificates/pocket card to the council office and the leaders' records will be corrected.

  6. Are there any adults who have a paid registration elsewhere?

    If so, circle the position and do not collect additional registration or insurance fees.

    Note: In organizations with more than one unit, the CR is normally the same person. The CR only pays in one of those units. Also, tiger adult partners (AP) do not pay for registration. Also, there is no fee charged for the IH.

  7. Count the number of paying adults. Enter the number on the appropriate line. Multiply the number by $11.00 and enter fee on line.

  8. Count the number of multiple adults and enter on the correct line.

  9. Enter the number of adult Boys Life subscriptions on the correct line. Multiply the number by $12.00 and enter fee.

  10. Do all youth members appear on paper? (See step number 3; same rules apply.)

    Note: there must be at least 5 youth members to renew charter without Scout Executive approval.

  11. Are youth members no longer in unit crossed out?

  12. Is information on all members correct?

    For example, verify grade, address, phone info, etc. ...

    For Cubs, the rank is the badge last earned, not the type of den they are in.

    Note: As with corrections for adult training info, ranks info can only be corrected by submitting an advancement report to the council office that lists the name, rank and date earned. Rank info cannot be corrected on the charter renewal form.

  13. Are there any youth members who have paid elsewhere?

    This is rare, but possible if a Boy Scout is also a Venturer.

    If so, circle their name. (If a Venturer is between 18 and 21 years old, they pay twice: once as a youth member in Venturing and once as an adult in Boy Scouting)

  14. Count the number of paying youth. Enter on the appropriate line. Multiply by $11.00 and enter fee on line.

    Note: For Cub Packs, there is a separate line for Tigers. The fee here is $12.00 because units are charged $1.00 for the adult partner's insurance). For all other cubs, the fee is $11.00.

  15. Count the number of multiple youth and enter on the correct line.

  16. Enter the number of youth Boys Life subscriptions on the correct line. Multiply by $12.00 and enter fee.

    Unit is considered 100% Boys Life if every family receives a copy.

  17. Has unit leader (SM, CM, or NL) signed the bottom of the charter renewal application?

  18. Total the registration fees. Do not miss the $20.00 charter fee.

  19. Ask for and sign the Chartered organization agreement form.

  20. Give unit the front copy of the agreement form and the back copy of all other documents.

  21. Collect any other documents that unit would like to have processed at charter renewal time

    These could include: FOS presentation date, membership analysis survey sheet, Quality Unit order form, and others.

  22. If there are any youth member applications that are submitted with the charter renewal, collect December fees because they will be registered immediately.

    One month of membership is $0.95 for all except Tigers. (The fee is $1.05 for Tiger and partner). See reference table for other fees by month.

  23. Collect all fees. One check may be made out to the council.
